     Opening of New Ogura Bridge

 Ogura Bridge is across Sagaimi River in Knagawa Prefecture. It was built in 1938, and it is known for its beautiful shape. However, this bridge has only one lane, all cars have been obliged alternative one way traffic,  and jammed in the commuting time.  The new bridge that the local people longed for was started work in 1989, and completed lately, and opened March 6, 2004.

After the new bridge opening, the traffic jam in the commuting time decreased dramatically.
I wonder why the construction period of 15 years was necessary to build this bridge.
